Here's an update, found something back in the archives that's worth trying:

 

Login to your PayPal Account

Click on "Profile"

Click on "My Selling Tools"

Under "Getting paid and managing my risk"

Look for "Block Payments"

Click on "Update"

Next on the "Payment Receiving Preferences" page

Scroll to the bottom of the page

Look for "Block payments from users:"

If the box for: "Initiate payments from the Pay Anyone subtab" is checked, uncheck that box.

Click on "Save"
